I’m moving from Virginia to another State: How to change my address with the Virginia DMV?

You don’t need to update the Virginia DMV if you are moving from Virginia to another state. Your Virginia driver’s license will be canceled as soon as you receive a new one from the state you’re moving to. The same goes for your vehicle registration as well. You will also not have to surrender your license plates to the state DMV, however, that’s the only way if you wish to get a registration refund. 

You can apply for a registration refund by completing the Application for Vehicle Registration Refund and mail it along with your old Virginia plates to the address on the form.
